Abstract:	本文主要目的在以都會區舊區再生現象與原因，參考英、美、日等國的法令制度演變過程，比較台北市近年在都市更新的作法與效果，認爲國內對舊城再生的思考仍以硬體空間的改善爲主要的手段，並未將舊城區的再生策略納入整體經濟發展的一環，配套租稅優惠或地方文化創新再造的優勢，以及以民間產業盟的行銷能力，全方位的架構完整的舊城再生與經濟振興方案，因此只能達到點的改造更新，卻未能營造在文化優質、社會網絡活力及特色產區隔等優勢。
