Abstract:	社會福利民營化運動似乎是一項全球性網潮，並承載各方的期待。臺灣也不免俗的步入此一[正確]道路。儘管[民營化]確是許多國家當前福利輸送的主流，但來自各方質疑的雜音卻不曾稍歇，尤其是九0年代中後期，歐美許多政策的中長期效應已浮現，及待得新反思與評估，臺灣是否能從中得到借鏡，而走穩這條路徑，值得長期觀察。本文試著在國內迷漫著社會福利民營化的煙霧中，重新反思福利民營化的理念、產務與國內、外困境，並提出民營化的迷思與局限，以做為政策改進的參考。 The "privatization of social welfare" has been adopted as a global trend which tries to meet all kinds of policy expectations. Taiwan government has adopted the "privatization of social welfare" as a take-for-granted policy. Meanwhile, dispute and suspicions on privatzation has been growing. This article tries to review the theories and practices of "privatization of social welfare" , and also tries to find the romantic myths in it. It is suggested that policy-maker should realize the dilemmas and limitation of privatization, and rethink that "Is it the only way to reach social welfare's goal?"
