Abstract:	關渡平原位居台北市北部的咽喉之地，自然資源豐富，是目前大台北地區唯一面積廣大的平原，為一塊未經開發的完整處女地。隨著近幾年來社子島的規劃與開發、洲美快速道路的落成與輕軌捷運的規劃，已凸顯關渡平原的重要性。本論文以政策網絡（Policy network）的觀點，探討在關渡平原開發案的政策形成與制定過程中，包括：中央政府、地方政府、非營利組織（Non-Profit Organization）、以及當地居民等各個利害關係人（Stakeholders）之間的互動關係，從中瞭解並分析關渡平原開發案政策網絡成員各自的立場與目標，並試圖驗證建構關渡平原開發案的政策網絡架構，以期提出可行的政策建議。
