本研究擬引進IUCN地景保護（IUCN保護區類別V）的概念和操作準則，選擇東部海岸山脈為範圍，進行區域性地景資源的調查；同時嘗試結合社區林業計畫的推動，透過社區研習和工作坊的方式，分享區域性地景資源的調查成果，並促進社區參與地景的調查、規劃和經營管理。本子計畫的研究目標在於結合學理和實際案例之經驗性研究，探討和回答下列二項研究問題： 1)IUCN保護區類別V「地景保護區」有關結合權益關係人進行地景調查、規劃和經營管理等指南為何？應用於台灣之可行性如何？應作什麼修正？2)如何以 IUCN保護區類別V「地景保護區」的架構和指南，結合社區林業計畫推動社區等權益關係人的溝通和參與，以促進社區林業相關計畫的調查、規劃和經營管理？ 分年度工作項目：第一年(98)工作目標：1)分析IUCN保護區類別V的作業指南、2)選擇適當之區域性地景分區和評估架構、3)普查海岸山脈南段區域性地景資源；第二(99)工作目標：1)透過社區工作坊分享海岸山南段區域性地景資源調查成果、2)透過社區工作坊協助社區組織研提適合之社區林業計畫、 3)普查海岸山脈中段區域性地景資源；第三(100)年度工作目標：1) 普查海岸山脈北段區域性地景資源、2)透過社區工作坊分享海岸山中段和北段區域性地景資源調查成果、3)透過社區工作坊協助社區組織研提適合之社區林業計畫、4) 完成「社區參與區域性地景調查、規劃和經營管理的架構和操作指引」，提供林業主管機關和相關社區組織參考。
This three-year research projects will introduce the ideas and methods of IUCN protected landscapes (category IV) and apply to the Costal Range of Hualien and Taitung Counties. The outcome of each year will be shared with local communities through training courses or workshops. There has been little research working with key stakeholders on investigation of the IUCN protected landscapes (category IV) in Taiwan. This study aims to fill this gap. The objectives of this study are, first, to test the feasibility of the IUCN Management Guidelines; and second, to design proper steps and ways of involving stakeholder participation in investigation of protected landscapes in south, middle and north sectionsof the Costal Range of Hualien and Taitung Counties. The outcome of the three-yeart projects will be useful references for community forestry development in east part of Taiwan.
