    Title: 臺灣非營利組織協助成年自閉症者適性就業之研究

    Abstract: 《身心障礙者權利公約》是千禧年以來第一部核心的人權公約,確保所有身心障礙者充分且平等享有所有的人權及基本自由,並促進對身心障礙者擁有基本生活尊嚴。本論文以成年自閉症者適性就業創新之研究為主題,將藉由非營利組織協助成年自閉症者適性就業的創新或典範案例為研究目標,擇大型非營利組織第一社會福利基金會、中型非營利組織心路基金會、微型非營利組織社團法人希望共好發展協會;依三個不同規模非營利組織,在輔導自閉症者適性就業做法上進行分析對照;研究目的希望就自閉症者在興趣及潛能開發以及家庭支持的長期輔導歷程中,找到適性就業的創新模式,落實身心障礙者權利公約所倡議之人權及自由。本研究採用質性研究方法,包含文獻研究法、個案研究法、深度訪談法、半結構訪談法。
    研究發現非營利組織透過成立社會企業提供自閉症者適性就業機會,能延長自閉症者穩定且長期工作,由於其接近就業市場環境,能轉銜至一般企業的就業機會也提升,且非營利組織於就業後持續追蹤並成立聯誼社團或激勵制度,都在在為自閉症者穩定就業帶來正面影響。雖然如此,但自閉症者的就業問題仍需要靠政府以及企業雇主給予支持,更重要的是社會大眾的理解與尊重。
    The Convention on the Rights of Persons with Disabilities, the first major human rights convention since the 21st century, ensures that all persons with disabilities fully and equally enjoy all human rights and fundamental freedoms, and promotes the basic dignity for persons with disabilities. This paper on the innovation of sheltered employment for adults with autism studies innovations and model cases of non-profit organizations that provide sheltered employment to adults with autism. The First Social Welfare Foundation (a large non-profit organization), Syin-Lu Social Welfare Foundation (a medium-sized non-profit organization), and Hope for Angels Association (a micro non-profit organization) were selected as case studies.
    The coaching practices of these three non-profit organizations of different sizes to assist autistic people with finding suitable employment are analyzed and compared.
    The purpose of the study is to assist people with disabilities with innovation models for employment that suits their interests and development potential through long-term coaching and family support, to realize the human rights and freedoms advocated by the Convention on the Rights of Persons with Disabilities. This study used qualitative research methods, including literature research, case studies, in-depth interviews, and semi-structured interviews.
    The study finds that non-profit organizations that provide sheltered employment for people with autism through establishing social enterprises, can prolong the stable and long-term employment of people with autism. Because these sheltered employment centers resemble the regular labor environment, opportunities to transfer to general enterprises have increased. After such transfers, the non-profit organizations follow up through social clubs and incentive systems, all of which positively affect the stable employment of people with autism.
    Even so, employees with autism still need support from the government and employers, and more importantly, the understanding and respect of the general public.
