    Abstract: 本研究對於PPP模式中對於傳統的行業管理進行有效的對比,同時分析OT替代DBFO以及TOT之可行性探討。本研究採用質性研究介入,執行文獻分析及專家訪談。研究結果發現OT模式替代DBFO在於最終目的定位不同,於主客觀因素下無法達到於DBFO的相同效果。同時,對於OT模式替代TOT模式在營運上的結構上有區別,以及整對於OT模式的運用所產生的資金來源成為重要的負擔因素,相對需要進行分種類進行營運。
    This study is an effective comparison of traditional industry management in the PPP model, and analyzes the feasibility of OT replacing DBFO and TOT. This study used qualitative research interventions to perform literature analysis and expert interviews. The research results show that the OT mode instead of DBFO is different in the final purpose, and can not achieve the same effect of DBFO under subjective and objective factors. At the same time, there is a difference in the operational structure of the OT mode instead of the TOT mode, and the source of funds generated by the application of the OT mode becomes an important burden factor, and it is relatively necessary to operate in a sub-category.
