    Abstract: The study is dealing with all of the fundamental constructions of 309 Hsiangs (township) in 21 counties of Taiwan province, The project of fundamental constructions was started from 1980 till present, the another project of Regional Equi-development was started from 1989 till now. In Order to evaluate their efficiency and deficiences both of two projects and for the future planning, we use two kind of question-aires, total amount up to 10000 persons, field surveys through-out 309 Hsiangs, and also use computer to run 12 variables to divide those 309 Hsianges into 5 grades, based it to give different amount of budget per year.
    Based on this research throughout 13 months (1993.2.-1994.3.), 9 conclusions and 14 suggestions are listed for future considerations.
