| 摘要: | 為了能夠更妥善規劃山坡地土地利用，經營策略除了仍需多方面加強研究與技術的提昇外，更需要整合一有權責的政府部門，受理與規範適合與不適合約土地利用，讓管理與監督之責更能有效的發揮。鼓勵及儘早落實不適宜的土地利用轉作，並合理補償合法農民。政府與民間合作需要努力加強，才能讓土地的傷害減輕。加強山坡地施工品質，並設有專責人員全程監控，避免在施工中造成嚴重土壤流失。山坡地保育全民有責的教育觀念，仍需大力推廣，讓破壞者能受到強大的民眾約束力與合理的規範。
Besides advance research and technology, many other management strategies are needed for better slope land use planning. These include an unified government agencythat has the sole responsibility and authority for all sorts of reasonable and inappropriate land use. Farmers should be promptly compensated for any mismatched land use. Proper guidance should be provided to grow the most suitable crop. Collaboration between public and government sectors would further reduce the capacity and impact on land use. Close monitoring of structural work on slope land should maintain good quality standard and avoid significant soil loss during the construction phase. Public awareness of slope land conservation should be highly promoted, so that offenders may beoressured by proper rules and regulations. |
