隨著近年來全球氣候變遷，全球暖化的速度加劇，經濟發展與自用交通工具的使用帶來許多嚴重的空氣汙染與能源消耗，造成對都市環境的嚴重衝擊，以及交通壅塞等嚴重的問題，世界各國皆努力尋求能夠有效率的降低都市內部的熱島效應，期許其能夠朝向永續都市的方向發展。
為了因應現今之都市發展所衍生之交通與汙染問題，達到溫室氣體有效減量的目標，台北市近年來採取推行「公共自行車」的政策 (Youbike)，希望能夠藉由此政策的有效推動，降低都市中的高溫化問題，也使得民眾可以利用公共自行車就近從事其重要活動，並兼顧休閒娛樂的性質，減少因私人汽機車所帶來的嚴重交通汙染，舒緩都市的熱島現象，藉由此種「綠色運輸」工具的落實，引導都市發展，使民眾願意使用，作為其日常生活的基本用途，並也達到其運動健身的目的，有效創造行人友善的人本都市，邁向節能減碳與環保永續之都市可持續目標。
所以本研究主要是希望能藉由研究台北市的一些主要的公共自行車實施地點，探討其實施的政策面向與民眾在使用上的「滿意度」問卷調查，作為未來公部門在推動「公共自行車」政策之參考與檢討改進的方向，使台北市成為一個真正的綠色都市與慢活都市，讓自行車文化能夠確實的形塑台北，創造自行車友善的氛圍，更加符合民眾的期待，使它不只是一個純粹的休閒娛樂運輸工具而已，而是能夠真正的融入台北市民的生活，不論是在經濟產業、文化教育、交通運輸等層面上，都可以運用「公共自行車」達成其落實與整合，有效串聯台北市各個區域，提高都市的生活環境品質，達到都市永續發展的新風貌。
With the recent change of global climate, global warming speeds up. The economic development and private transport bring much serious air pollution and energy consumption, have a severe impact on the urban environment and cause the big problems of traffic congestion. Many countries around the world try hard to effectively reduce the heat island effect in urban cities and expect to develop in the direction of a sustainable city.
To deal with the traffic and pollution problems the present urban development brings about and achieve the goal of reducing the greenhouse gas emission effectively, Taipei City Government has launched the Youbike policy , hoping that the high temperature in the city can drop by the effective implementation of the policy, that citizens can not only ride the Youbikes to participate in some important activities nearby but also gain more opportunities to enjoy the pleasure of cycling, that the serious traffic pollution the private motorcycles and cars bring about can be reduced, and that the situation of the urban heat island can be improved. By implementing the bike rental system to lead the urban development, citizens , therefore, are willing to take Youbikes as their daily basic support and also gain the benefits of taking exercise for the health goal. Taipei will be surely created to become a friendly-for-pedestrian and human-centered city, keep implementing energy efficiency and carbon reduction, and maintain the sustainable goal of environmental protection.
We do this research by questionnaire to understand if the policy is well implemented and if the citizens in Taipei 30 different Youbike locations are satisfied with the urban bike rental system so that we can refer to them as our future guide for improvement. Taipei will become a truly green city with a slow-pace life. To meet the citizen’s expectation, let Taipei be full of the Youbike culture and have the friendly Youbike atmosphere. Then, Youbike will be not only a pure transport for leisure and entertainment but also a life style citizens can melt into. We believe Youbike can integrate every Taipei region and improve the living quality of Taipei to achieve its new face of sustainable development.
