    摘要: 青年失業問題日漸嚴重,全球均開始重視自己國家青年失業的問題。青年失業率高低反映社會未來走向的不確定性,象徵著一個國家不穩定的未來。青年就業讚計畫從民國101年開始執行,目的在鼓勵未就業青年強化技能及提升就業能力,以促進就業。青年就業讚計畫給予已經完成學業尚未就業的青年,2年12萬的額度,前往政府核可的承訓單位,進行就業技能課程的學習,由政府補助訓練費用。本研究在探討青年就業讚計畫對失業青年的課程訓練成果,採用自編問卷為工具,台北市青年就業讚計畫的參訓青年為對象,進行資料的收集,分析課程訓練的成果。
    研究發現:
    1.參訓青年對於課程訓練內容有良好的滿意度。
    2.參訓青年對於課程訓練的技能學習狀況。有助於提升青年的職業技能和知識並增加青年的工作能力。
    3. 參訓青年在接受完青年就業讚訓練課程後,在就業市場上有較多的職缺可以選擇,顯示受訓技能符合在就業市場上的需求。
    4.受訓青年接受完技能訓練後,就業的比率與青年畢業學校的屬性和學校性質有顯著差異。參訓青年就業比率,公立學校比私立學校畢業的參訓青年來的好。
    青年就業讚計畫給予失業青年的12萬補助,沒有排富條款。失業青年須要先繳付課程學費予受訓單位,在完成課程後申請補助。家境清寒的失業青年,無法先支付訓練費用,便無法使用到補助。對於政府在促進青年就業的計劃上應設有排富條款,給予清寒的失業青年相關的支持,包含在未就業前經濟上的協助,培養就業技能增加就業競爭力。使貧困的失業青年能夠順利和社會職場接軌,擺脫貧困的輪迴,進而提升國家整體的競爭力。

    The problem of youth unemployment is worsening each day, and each country in the world has begun to treat its own youth unemployment situation with concern. The level of the youth unemployment rate reflects the uncertainty of a society’s direction, and symbolizes a country’s unstable future. The “Let’s Go, Youth Employment!” program began in 2012, with the objective of encouraging unemployed youth to strengthen their skills and raise their employability, in order to spur on employment. This program provides NT$12,000 over two years to youth who have completed their formal schooling but not found work, who then attend government-approved educational programs to take courses related to strengthening their skills, while the government subsidizes their tuition. This research discusses the outcomes of the training that the “Let’s Go, Youth Employment!” program provides to unemployed youth, and makes use of a self-administered questionnaire given to youth participants in this unemployment program in Taipei City, followed by data collection and analysis.

    Research Findings:
    1. Participants in the program are satisfied with the content of their training.
    2. The content of the curricula helps to increase participants’ technical skills, knowledge, and thus ability to work.
    3. After receiving this training, youth can choose from a wider range of job openings, thus demonstrating that these skills meet the demands of the labor market.
    4. The rate at which participants receive jobs after completing their training differs based on the quality and other characteristics of the schools from which they originally graduated. In particular, students who graduated from public schools are more often employed after receiving the training than students who graduated from private schools.

    Policy implications: The “Let’s Go, Youth Employment” program as written provides NT$12,000 to unemployed youth without a means-testing clause. Unemployed youth must also first pay for tuition and complete the course in order to apply for the subsidy. Unemployed youth from families experiencing financial hardship are unable to pay the tuition up front, so they cannot use the subsidy. A means-testing clause may help the government to promote youth employment, as it would provide youth under economic pressure to gain useful support including economic assistance during the time that they are still unemployed, while also nurturing their skills to make them more competitive in the workplace. Causing unemployed youth from a modest economic background to successfully re-enter the labor market and escape from the cycle of poverty would improve the country’s overall competitiveness.
