Family foster care services are getting more important and complicated. It is necessary to review our system including its norm and content. If we can learn regulations and experiences from advanced countries, it is possible to have positive functions in reform our system.
So far, most researches in this field, are quoting documents from Europe and America. Due to the differences of culture and social environment between the east and west, most researches are not fitting in our society. But Japan as a homogeneous culture country with Taiwan is worthy for us to learn something from them.
This research will use documentary method to collect data and use comparative method to analysis data. In the first step, this research will construct 11 comparative indicators from related theories and 8 advanced countries’ systems. In the second step, this research will compare family foster care system and regulation between Taiwan and Japan. Finally this research will present 16 suggestions as well as a draft of reform law.
This research is expected to have following two main objectives:
1. as a study reference of family foster care system.
2. as a reform reference of family foster care regulation in Taiwan.
