    Abstract: 自從90年代政府積極提倡社區總體營造後,社區營造在全國大小社區蓬勃發展,但囿於行政單位部門間的本位主義心態,發展迄今,社區營造仍或停留於原地停滯不前,或流於「穿制服」現象,無法營造自身的在地思維及價值,其中社區營造依賴政府經費的補助而無法創造自己社區真價值或許是值得檢討的問題所在。此外,社區營造最終的目的,是要營造區域的生產、生態、生命以期達到美好幸福狀態,其中得以凝聚社區意識為必要條件,而關鍵則在於「人」,藉由人與人間的良性互動,可以激發社區潛能並且經由大家共同努力的過程,展現社區的自我肯定及價值。
    綜觀:社區總體營造要能推展起來,領導者的「心」,參與者的「力」,政府的開發方案計畫與輔導,新血輪的加入,財源的有效開拓是非常重要一環,且每項環環相扣。研究者研究的侯伯社區,地處偏遠鄉村,屬農業型社區,主要產業為稻米,近年受鄰近「無米樂—菁寮社區」社區總體營造成功影響,居民察覺到,原來同樣以種植稻米產業為主的社區,靠社區總體營造也可改變「人、文、地、產、景」,創造屬於自己社區的價值。
    侯伯社區居民開始思索:「侯伯社區」是否也該走出自己的一條有特色道路,結合鄰近社區構成點線面的連結,擴大社造範圍,帶動活絡更大商機,打開社區總體營造之門。
    Since the 1990s and after the Government actively promotes community develop-ment, community development is thriving in all communities in the country no matter whether the community is big or small; however, due to the parochialism mentality be-tween the administrative units, therefore, until today, the community either stagnate, cease to make any progress, or fall into the “uniformed” phenomenon, so it is unable to create its own local thinking and value, community development depends on government’s financial aid so it is unable to create its own and true community value and this is the problem that worth reviewing. In addition, the ultimate aim of community development is to create regional production, ecology and life in order to achieve a better state of happiness, and the ability to unite community awareness is the necessary condition, and the key lies in “people”, through the positive interaction between people, the community potential could be inspired and through the process of working together to show the community’s self-assurance and value.
    Overview: To promote community development, the “heart” of the leader, the “contribution” of the participants, the government’s development plan and counseling, the infuse of the new blood to the project, and the effective development of financial resources are all very important, and each item are interlocking with the others. The “Houbo” community studied by the researchers is located in a remote village, and it is an agriculture-based community, its main product is rice, affected by the success of the community development in the neighboring “Wu-Miller (No rice happiness”-Jing Liao Community”, the residents noticed that similar community with the same main product of rice could change its “people, culture, land, production and view”, and create its own community value.
    The residents of the “Houbo” community start to think about whether the “Houbo community” should also go toward a direction with its own characteristic,, and link with the neighboring communities to create a platform which link the point, line and the entire area to extend the scope of community development, drive the huge business opportunities and open the door to community development.
